Veterans Affairs Deputy Secretary

Yesterday, President Donald Trump selected the assistant secretary at the Department of Veterans Affairs to support Secretary David Shulkin, MD.

According to the Washington Examiner, John Ullyot was selected to work in some kind of leadership capacity within VA. Early reports erroneously asserted Ullyot would replace Scott Blackburn, who presently functions as deputy secretary under David Shulkin, MD. Those reports were erroneous.

Instead, it would appear Ullyot will take over some other part of VA, most likely its public affairs division.

It will be curious to see how this plays out.

The selected assistant secretary served in the Marines for four years as an intelligence officer following graduation from Harvard. Curiously, before Harvard, Ullyot studied at the Pushkin State Russian Language Institute.

One thing is for sure, Ullyot has worked in public relations and messaging for many, many years, and is well connected in DC. My guess is you can count on messaging from the agency being tightened up. Having a spinster serve under Shulkin may be a sign that Trump intends to redirect messaging in some way.

Think it will be a series of announcements like George W Bush’s now infamous “mission accomplished” announcement of the Iraq war over a decade ago?

Let’s hope not.

Previous Deputy Secretary Under McDonald

We were initially given the impression Ullyot was to take over Blackburn’s position, which was previously held by Sloan Gibson.

Sloan Gibson, the former deputy secretary under Bob McDonald, was a senior corporate executive. We saw Gibson fly all over the US to investigate and clean up messes for the administration through strategic messaging.

Ullyot is substantially younger than Gibson and does not appear to have the same experience managing large organizations. This was an early indication and reports from the Washington Examiner and others about Ullyot taking over Blackburn’s position was inaccurate.

Now, we are not totally sure what Ullyot will be doing, but it seems likely he will take over public affairs or work in communications in some capacity.

    ^ I had to look this up because I awoke to the group chattering of what looked like a generation or two worth of raccoons this morning making a very effective assault on a large dumpster. It reminded me a bit of what happened after midnight feedings or getting a Gremlin wet in that infamous movie, ‘Gremlins’.

    As I was picking-up the ample trash around dumpster and realizing how utterly destructive the raccoons are, but deceptively cuddly and cute, perhaps setting several gazes of raccoons loose at all VHA’s will clean-out house without having to resort to those environmentally messy poop canons?

    There would be the end problem of getting the raccoons to leave. Maybe just let the raccoons have all the VHA structures to prevent the AFGE from coming back then give Medicaid/Medicare and 100% Choice for all Vets!

    The gaze of raccoons may work in draining D.C. Swamp as well. If it truly works, all the raccoons want in return is to solely operate America’s waste management services. No flag, no State, just all the refuge and be in raccoon heaven. Win/Win.

  12. @Ex va: I am still trying to figure out what is screwed up on my computer. I have tested this damn thing inside out. I run a stress test and it passes, then I wait for a crash, then stress test it right away and it shows a harware error. Reboot and all good. It is driving me up a wall.

    1. @cj, do you know when it first started?? I thought it may have been this site. I think someone was trying to hack my computer. Changed some security measures. I haven’t had problems in weeks i switched linksystem so neighbors can’t get on internet and set up password security. I think it made a difference.

      1. @Ex va: It started after a system upgrade. It happens with arch linux from time to time. They will eventually fix it, but I like to figure out before they do and fix it myself. It forces you to learn your system more. I won’t say it’s impossible to hack into my computer, but highly unlikely, I use every security setting, and software there is for a linux system.

      2. @cj, i am not as tech as you are i am trying to learn. I had an old internet router. I bought a newer one because i think the neighbors were trying to use my internet. I try using a lot of security settings. I think if they want to they will try to hack.

  16. I think the VA really needs a military approach to their new recruits and their current staff. First of all, tossing a person into VA raw and fresh from the street is like tossing a young Marine recruit into the drivers seat of a tank on his first day without any real idea of just what kind of damage the tank is capable of or even the slightest idea of how to operate it. We show them the trigger without telling them how to aim the main gun and we bless them with the words nearly every Marine or boy who dreams of being a Marine longs to hear; “Fire at will.”

    I suggest we enforce a grounds up approach to training. All VA recuits will be assigned as their first dutyy to burying dead vets. If they fuck it up who cares? I don’t admin either – I mean ALL raw scrubs get their hands on the dead bodies to bury them. Those who demonstrate a knack to get vets into the ground before they liquify will be promoted upwards into the hospital janitorial staff.

    Those who demonstrate a knack for cleaning up vomit, blood, an every other disgusting thing that oozes out of a vet will promoted to food service. Those who show an ability to avoid poisoning vets will be promoted to eiher Patient Advocate or they can dispense drugs (not in the street) to vets.

    This is more or less how the military works, right? Shit rolls downhill in the military but it is posssible to work your way up out of cleaning urinals with a toothbrush once you show a talent for it. On the flip side, we can put people like Diane Rubins back down burying dead vets. This is simlar to how the military operates with non-criminal ongoing behavior that is unnacceptable – you get put onto the urinal cleaning with a toothbrush rapid response team for six months and to work out of it those urinals have to be more sanitary than the day they were made.

    Shulkin allows another 1000 beterans to be tagged by the DBC? Back down to liquified corpse detail, and write a godamn paper about that, Doctor! I think this approach coupled with a reinstatement of crucifixtions for anyone at VA harming a United States vet, and we might see REAL and tangible reaults. Just a thought….

    Let us put this intelligence officer first into burial detail and let him demonstrate his commitment and attention to detail BEFORE we toss him the keys to the tank. If he can manage to get vets into the ground 9 out of 10 times before they rot in a VA shower room, then up the ladder he goes!

    1. This intelligence officer would probably dig the hole and bury the veteran at same task/time by strapping deceased vets around bunker-busting bombs….disrespectfully efficient, the only VA way.

    2. The only request I have for your plan Dennis is that 1 slot be reserved for the director and 1 slot be rotated among the Chief of Staff, Chief of Nursing and a patient advocate.

      They would be mandated pallbearers for every vet dying at their hospital.

      That way they can see the final results of their staff fuckups.

      No bonus if they miss a single funeral. Half pay if they miss 2 and fired if they miss 3.

An article in The Hill from 2008 days he lead Marines through the French Foreign Legion jungle training in French Guyana, leaving the Marines in 1995.     VA Secretary Shulkin contracted with Oregon Farmers to provide poop canons for each and every VHA location on Earth, including that fancy hotel the VA owns in Paris, and all poop canons were synchronized via GPS and the switch was flicked-on at midnight and low and behold, from outer space you could see packs of rats with poop hats running away.
    The unfortunate side effect has also left seen from outer space, the map of the USA looks like it has adolescent poop acne problem with all the poop canons still left on at this time because VA Sec. Shulkin forget to let the good Oregonian Farmers know they also needed to be able to turn them off. Once the swamp is drained the poop canons will no longer have poop to pump, problem solved, but the environmental mess has provided many shovel-ready jobs for the newly unemployed hacks.

    1. In fairness as a Marine attached to MSG duty in Quantico Virginia I was under the operational control as a Marine of the Secret Service. A necessary evil owing to the fact that MSG Marines are tasked with safeguarding our embassies and consolutes in countries that do not think of us as “friend” which with the possible exception of New Zealand (who has NEVER failed to fight beside us as needed) is just about ALL of them.

      This of necessity required a number of things from me – not the least of which was an understanding that nearly everything that they either taught me or that I was exposed to remain classified until they say otherwise. The idea is that our enemies RARELY if ever score a major intelligence coup which exposes our weakness. Rather it is the little tiny bits of info pieced together as you might put a jigsaw puzzle together in which they score information that can visit exceptionally grave harm to us. Our oath of silence was extracted because we do not benefit by giving the world any more pieces to that puzzle than absolutely necessary.

      If this new VA intelligent officer did not seem shady or his past seem murky then it would just mean that he had foresaken his own oath of silence. The question is can he transition from a job where absolute silence is prized more than gold, and often within their scope of influence mean the difference between life and death into a job where absolute honesty and transparency can only save lives? This is my concern – we hired somebody that is ostensibly REALLY GOOD at keeping his mouth shut or obfuscating facts into an agency that is infected with precisely that very disease.

I don’t know how to not speak up when I see things. When I began this site, I believed it was about Veterans and their plight through the VA. Then, the election. Now, if anyone speaks their mind, or how one feels about Donald Trump, the feedback is about Obama. Are you telling me, that there isn’t a lot of Russian influence in the Whitehouse? Sorry 91Veteran, look again, the influence is there. And screw Obama. I’m talking about Trump. Are we Veterans saying things are better? I’m not seeing it. Why aren’t we talking about how much taxpayers money goes to The Trump family for whatever? Or, are we turning a blind eye. I’m just not sold on the way things are going.       My other point in posting that was to show how far this country has fallen when a president of either party will use something as powerful as our Intel agencies to spy on political opposition, then break the law by leaking select information to smear people, without evidence of wrong doing.

      Perhaps veterans could be heard and the VA could be getting fixed if the media wasn’t entirely focused on this smear campaign.

      Imagine the difference in how the media would cover this if it were Bush using Intel agencies to smear Obama after he took office.

      Within this article is a link to an MSNBC video in which a former Obama Pentagon official is describing gathering intelligence on Trump long before the election, spreading it around to other Obama officials and Democrat politicians on the hill.

      The timing of this suggests Obama and his thugs were using our Intel agencies to spy on any possible political opponent since some of this occured before Trump was nominated.

      This Intel supposedly was gathered by our federal agencies in the course of their targeting foreign officials. None of that is illegal.
      What IS illegal and makes the US look like a banana republic is that any US citizens also recorded in these intercepts had their names unmasked and leaked publicly.

      The Obama administration started this crap months ago, with the NYTimes reporting on this some time ago.

The DOD will continue to deny the use of Agent Orange, Blue, White and Silvex on Guam when in the same breath the VA has awarded compensation to a very small set of Guam Veterans. I am also a Agent Orange Veteran of Guam who was stationed down at Apra Harbor for two years of the USS Proteus AS-19 while I was in the Corps. I witnessed spraying going on as have hundred of veterans, their dependents and what is the worst part about it is that the Chamorro/Guamanian population has a cancer rate four times higher than the US national average. I also have become friends with several of the men who actually sprayed at Andersen AFB and Naval Base Guam. Dow Chemical and Monsanto have admitted to these herbicides being on Guam….Agent Orange doesn’t discriminate, the government does!

Ask yourself, if the employees are not suffering under unjustifiable employer terms offered by The United States government, then what exactly is the union for?

      I could say that I beleive a change of POTUS will change the business of VA as we know it, but since I am already rated at 100% service connection for mental illness it would simply add unneeded evidence in my case so I don’t need to go saying crazy stuff anymore. At least not on purpose; business as usual.

  37. In looking for the linked news article on this, I searched on Wasington Post instead of Washington Examiner, and came up with an article from March 26 about Trumps new WH Office of American Innovation lead by his son-in-law, Jared Kushner.

    In it, it describes what this new office will do, including reforming the VA, and “reimagining veterans affairs”.

    I originally thought that W.I.N. might be a good one to replace ICARE because “Warm Intelligent Nursing” sounds so much better than ICARE (rapists often tell their victims that they “care” for them), but history shows that WIN failed.

    Gerald Ford was a nice guy, and he did after all officially end the Vietnam Conflict in 1975, but inflation was rampant at the time. He wanted to fix it and employed the governments fetish for stupid acronyms. So he came up with the Ivy League idea of “Whip Inflation Now” (WIN) that funnelled millions into a PR effort to convince Americans to reduce consumption and spending…. sort of like asking the VA to be “nice”, right? It succeeded in equal measure to the American publics opinion about what Gerry could go do with his acronym after he loaded it into a suppository.

    So WIN is out. “Bend Over Here It Comes Again” (BOHICA) would be more apt but the military folks already use that for their respective services and it might confuse the intelligent officers who seek out ICARE at VA.   43. What do I think? It doesn’t bode well for veterans that use the VA to have another Harvard educated, former Senate VA committee spokeshack in such a position.

    Does this guy have any overseas deployments? Any combat zone duty?

    I get the impression there is a lot of politics as usual in DC, and this is an example of that. A former spokeshack for the Senate VA committee being put in place at the VA to keep an eye on things for them.

    Slick PR may cover up some issues, but it won’t cover up everything.

    I still give Trump 6 months. That is July 20th. If nothing changes by then, and things are not looking good, the VA will never be changed and his campaign using veterans was a fraud.

      2. Ben I have a question about the New Law to fire bad federal employee’s ? How is it going to work, how are these employee’s going to be identified. By just their boss or just another VA employee and if a veteran is harmed who do they go to, too file a legal complaint.

        What I have read is that or sounds like VA employee’s whom are reported will have the secretary look at their case and if a felony occurred or a felony effected their performance the secretary can fire out right and no judge can over turn it.

        Other’s that are reported can be reassigned or demoted and those can go through different channels and all referrals must go in front of congress members stating what their position is, where they worked and why they were not fired.

        I have not read who can report a federal employee. Are veterans going to be able to make a case or our we once again left out in the cold. After all we Veterans are as part of the VA, as are VA employee’s and when we say anything about the VA, the VA labels us as being Disruptive.

        The Patient Reps, are no help and only serve the director to try and shut the veterans up and try and talk the veteran out of filing a formal complaint.

        The VA has the disruptive committee to punish veterans. Veterans have no say so or any where to make a formal complaint. Do we write directly to the Secretaries office ?

        I have done this with McDonald and had a staff Member by the name of Stephanie call me and e-mail me and each time she said that the employee no longer worked for the VA and when I told her that she had been lied too about the employee not working for the VA or she was lying to me.

        After that Stephanie cut off correspondence and someone deleted the E-mails. So I know of at least one person working in the secretaries office, that will lie to veterans, to hinder an investigation.

        In the past the Secretaries office when they received a complaint, they send it back to the main facility to the director or chief of staff and some times they answer or they send the complaint right back to the employee making the allegation’s to answer themselves.

        If this is going to continue and management keeps covering up for bad employee’s or let the employee’s answer themselves with out an outside investigation, nothing will change.

        The VA and congress speak about veterans only as patients and not victims of employee abuse. Is there anyway to find out the procedure veterans can take to report employee’s outside of the VA higher Management. (Director, Chief of staff), when they become part of the problem (Cover UP).

  47. I like to see a Veteran in some of these positions, i am hesitant to think that he will be part of a new era towards excellent va healthcare. All the public relations positions he worked in makes me worry that he will be part of damage control for the va than be a part of involving real changes for the good of Veterans in this corrupt va system. The va lately has been trying to improve their public image with all the bogus commercials telling the public how great va medical care is for the Veterans. This guy probably will be an extension of that false public relations propaganda.

    Where is the promise of better care and Veterans choosing their own doctors and providers for their care? I haven’t seen any moves towards improvements in that area.
