Acting secretary Robert Wilkie tries to sort out the Veterans Choice program mess before congressional funding for the same almost dries up.

In two letters to Congress addressing the funding issue, Wilkie called on the Senate and House committees focusing on Veterans Affairs to provide funding before veterans are left without the services they need. The Veterans Health Administration still lacks the resources to incorporate all veterans presently using the Choice Program.

“With funding for VA’s Choice program set to run out soon, America’s Veterans need Congress to come together to support this crucial program and pass legislation that will make it permanent,” said Wilkie in a press release on the matter. “There is simply no denying how vital community providers are to VA’s mission, as the Choice program accounts for an average of more than 30,000 appointments per day, and allows Veterans to get care when and where they need it.”

Should funding run out, access to quality care in the community will be “dramatically diminished.”

Letter To Congress On Veterans Choice

The purpose of this letter is to update you on the status of funding for the Veterans Choice Program (VCP). In my letter, dated April 9, I projected that we would exhaust funding for VCP in approximately the first 2 weeks of June, and this continues to be our best estimate.

In the absence of Congressional action, I plan to submit a letter to the Congressional Committees within the first 2 weeks of May notifying members that we anticipate exhausting all VCP funds within 30 days, and VCP will cease to be a viable program in early to mid-June. The committees have been extremely supportive of the Department of Veterans Affairs in general, and the VCP in particular, and I look forward to working with you and your staff on a solution that will avoid shutting VCP down entirely. I believe we are in agreement that legislation reforming VCP and the Department’s other Community Care programs is our best course of action.

To ensure House and Senate Appropriations and Authorizing Committees are fully apprised of our funding requirements for VCP, Administration representatives have met with the professional staff from all four committees to provide updated funding requirements for both fiscal year (FY) 2018 and FY 2019 resulting from the delay in enacting VCP reforms. VCP requires $1.3 billion in FY 2018 and an additional $2.0 to $3.6 billion (dependent on time of enactment of the CARE legislation) in FY 2019. This is in addition to the $1.9 billion requested in the FY 2019 President’s Budget. To allow time for the development of regulations and to ensure seamless transition to the new program, the Choice Program must continue for 12 months from the passage of the community care legislation. At this point, I believe all parties fully understand the requirements and how they were calculated.

It is the Administration’s preference that VCP be addressed holistically with reform legislation and that all Community Care programs, including VCP, be consolidated and funded via discretionary resources. Continuing to apply funding “band aids” only prolongs the transition to a more efficient and effective program for our Veterans. You have been one of our greatest champions so I know you understand this well. I look forward to working with you to address this important issue.

A similar letter has been sent to the leadership of the House and Senate Veterans’ Affairs Committees and the House and Senate Appropriations Subcommittees on Military Construction and Veterans Affairs.

Moving out to destroy wild life in the near country side too, along with diesel truck and tractor pulls.   2. Way back when they had the funds, or claimed to have the funds to improve VA care it still didn’t work, or work well for all. I was still having to drive hundreds of miles per month for simple care I could have received locally with a lot less pain and traveling hassles. The forty mile rules be damned and was a joke.

    How could VA scum get by with telling a group of us after getting the ‘card’ to never use it. To never use it or civilian emergency rooms for care even with broken bones, traffic accidents or having a heat attack. To drive a hundred miles to Roudebush for care instead? How freaking insane is that while the VA and all other state medical pros and media go into protection and covering-up mode? Try explaining some of that activist stupid garbage to others or when hunting for some decent care or real MDs to treat you. The list of problems and issues with the ‘card’ is a long one but is never listed or admitted to.

    They all, all, keep blowing smoke while never listing all the wrongs in that program or with dealing with the VA, contractors, or trying to get “community” care. Nothing will change until they ALL get real and drop the facade like most towns and states do about being numba 1 in everything and how great some area or community is. Or how great the government is and how much they supposedly care. Sustaining/supporting corruption on all levels to hard core censoring sure doesn’t help matters. Neither does putting us on hit or shit lists or domestic terrorist list for complaints or daring to ask questions or trying to expose a multitude of wrongs to law breaking going on. The PC-ness, in our face activist/union retaliation, White privilege crap, identity politics in or out of health care, lying scum media to all the covering-up sure doesn’t help either. I think most here know the long list of wrongs being committed from collective punishments, the police state and watching our every move with pharmacies, MDs, intentional oppression and suffering, files passed around like candy and everyone seemingly wanting them for whatever reasons, purchases, online activities, etc.

    Off topic: Has anyone ever had acupuncture treatment for sciatica, ruptured disc, severe back pain? OR, has anyone found relief any other way? Currently using Morphine, and that is not helping. Any input would be appreciated, thank you.

    Also, Rosie, or was it March Hare? I can’t remember, who posted, about how to secure your medical records from prying eyes, I have looked back over previous articles, but I can’t find the post, could whoever posted that info, please post it again? Thank you.

PaloAlto uses high schoolers & the person who contacted me not too long ago & got my hopes up that I was going to see a real lung doctor only to find out the appt I was set up for was for a lung function test I already had was most likely some kid(s) accessing my record & got it all wrong. Its now 31days since I emailed my PC & asked her if she ordered another test & she still has not responded. I canceled that appt. Do we have any option when PC’s ignore our emails?

      I tried it for my cervical spine, to help with my neck pain and headaches. It didn’t work for that. Maybe if I had tried that before having had years of nerve ablation and spinal injections, perhaps it may have. I will say this, after the 1st treatment, its been a few years, I now have an area on the back of my head I can no longer touch, one of those needles did something and an area behind my ear, is untouchable. Maybe someone else can give you more positive feedback.

        Bryce: From what I have read, there is no conclusive evidence acupuncture works, although Dr.s keep reccomending it, medicare will not cover it, but, it will cover acupuncture for an anesthesia replacement? WTF? I have seen surgical procedures on PBS, brain surgery, with only acupuncture as an anesthesia………………..no thank you on that one…

        Right now I am using Morphine, two double TENS units, that leak and shock the shit out of you……..prehistoric really. Heat only inflames the problem more, and ice, isn’t working this time around. I do have more than a few packages of tappering steroids, I may have to just go that route.

      • I had the notion that acupuncture is some sort of voodoo but was pleasantly surprised after the first time and than ongoing maintenance. I worked for me about 90%.
        But be sure you get a qualified person to do it. There are way to many phonies out there.

    • Hello, The only treatment that has worked for my neuropathy, headaches, sciatica, has been acupuncture. The Choice allowed my 2-3 treatments a weeks for a year…before the West LA VA Healthcare system now only allows 10 treatments a year…other VA systems allow as many as required. Pills do not work for me.

    • Cj. Like anything else it’s different for for each individual. Years back Accu was the only thing that worked for my low/mid spine, and muscles relaxed to stand up straight again after a year of being off work dealing with it after an injury. I was walking around humped over just able to look at the ground not up and forward like normal. Workers comp finally paid for six treatments and by the fifth I was feeling more pain with each small needle in the back area, many really, and my spine and muscles were getting better. The last treatment I walked out standing straight up, no muscle hyper whatever it was and contracted. Then the disks/vertebra (sp) popped back into place at the Chiro’s office. At first I could not feel any of the needles going in. Oddly I could feel most of the needles going in the better I got. Doc said it was normal for most people like me.

      It didn’t work for my smoking cigs or migraines. But there again the accu MD I used many years ago left the area and haven’t found a decent one to work with me yet. Just like Barksdale my chiro also left town. I find a good one after many trials, costs, searching, and errors, and they don’t last long around here and leave the state to greener areas.

      I wrote about this before dealing with the VA who said to find my own accu MD here, choice would pay a certain amount on it, and later on told me to barter or argue with her over her high charges and not willing to drop her high rates for the VA or veterans. Then by 2015 the VA staff said choice would not pay and the VA was training there own chiro and accu people to use and would have to travel to see them. Only later to be told too bad, the ones they trained left the VA to get positions elsewhere. So much for that chapter. The circus continued and just got worse.

      There is a simple test they can use that should not cost that much and using only 4, four, very small needle method and doesn’t smart that bad if you can even feel it at all. One each on the inside of the high arch, middle, of each foot. And in each hand between the index finger knuckle and thumb knuckle just above the web area on each hand. Then lay down, relax for a half hour or hour and see what happens. A ‘good’ acupuncturist should know what you’re asking about. If not find another one if they don’t want to look it up on the chart or know of it.

      IF the above test works well for you then you’re a good candidate for accu. If not then something is wrong, it may not be for you, or the MD isn’t doing it correctly or missing the spot maybe. This test does me good giving me a very loose relaxing, comfortable feeling, lessens some types of body pain, and at times allowed me to go fast asleep for insomnia, for a power nap and at times like drinking enough beer/shots to feel goofy, woo woo, vibration/tingly like and happy. Hard to explain and it’s been awhile. Try it or anything you think may work. Hell it can’t hurt us more.

      Of course the scum buckets in power and police state and the AMA, medical boards has seen to it that I can’t purchase accu needles here, it’s ILLEGAL. Even if the Doc showed a few of us how to do it and gave us charts for simple use of accu. If anything works, may work, used freely by others around the world by lowly citizens… it will be made illegal here to appease Pharma and the other trashy greedy scum and to further oppress us. States may vary but I was told it’s nation wide.

      For migraines I wanted to try that with oxygen therapy and experiment with different things. But VA didn’t approve Oxy therapy for migraines and later said that migraines were not chronic pain issues. But Oxy at times helped me with oncoming episodes. Not approved at the VA and civilians are too afraid we aren’t smart enough to be safe around Ox. Idiots.

        Thanks T, scgal, and all others, for info on how your dealing with your back pain and acupuncture. I kind of figured it would be a hit or miss kind of treatment, same as all others when it comes to the back. What works for one, will not work for another. I guess we all just have to find that special combination of treatments, that keep us kepping on.

  5. Funding isn’t getting to the providers. Mine haven’t been paid. I filed an SF-95 claim and paid the bill for mental health services myself.

    • Lem, I’ve also filed claim forms but VA never responds to them. A newsletter was put out 1/4/18 where providers can check the status of claims & other information needed to provide service to Veterans. I sent this link to my dental office & they were grateful to have it.

      • Don’t go with the ordinary claim form. File an SF-95 to the VA GC for your area. They have 6 months to reply. Then you can file a District Court claim for damages. Ask for damage to your credit as well if it has been damaged.

        You’ll wait for ever for the administrative process to function otherwise. I have a BVA “expedited” remand from May 11, 2017. Still no action. Hopefully I’ll be in the District Court by the time they get around to responding.

  7. They sent me a VCP card but won’t allow me to use it even though I live beyond the 40 mile rule. They’ve got to keep the cash cow open and on going while at the same time restricting veteran’s use of it. We’re just pawns of theirs in their numbers game to be used for their disposal. It gives you the feeling you’re back in ‘Nam again. Only in this case that “freedom bird” will be our demise.

For those of us who have had to use Choice, a well-intended program becomes an absolute NIGHTMARE when VA delays payment and collection agencies start hassling (incessantly) the veteran for payments VA has promised to pay. My credit tanked when my name was referred to a collection agency and the community hospital in which I received services refused to work with VA for payment. The VA continues to cock up program after program due to too many administrative hands in the pot.

    I won’t argue the merits of this program! However, I would like to know if pre 9/11 veterans will EVER be able to receive the caregiver support entitlement that post 9/11 veterans receive? Does this current legislation fall under the community care umbrella? If anyone has an answer I, and I am sure, many veterans out there reading this would love to hear from you.

    I was one of them that was left with excruciating pain because the primary care provider did not find it important enough to reply to the technician about ongoing medical maintenance. I ended up paying for the treatments my self. Had little to do with the CHOICE screw up but medical negligence. Patient advocate did nothing about it, they all know which side their toast is buttered.

  11. Some of you have read what I’ve had to say about choice on here before.
    I was placed into the program in late 2016, after repeated cancellations at my local VA. It took 7 months to get to see one specialist for my cervical spine pain and related headaches. After only one treatment, 10 weeks later, that specialist called me on the day of my second appointment and cancelled, due to non-payment.
    This was the 1st specialist. the other specialist has been trying to submit paperwork, for over a year, and still not in the system.
    I called the White House hotline and talked with another disabled veteran, who told me that the hotline was exploding with calls, from veterans within the choice program, with exactly the same complaints.
    Hell, even the Vet who took my call, was having the same problems.
    After about 3 months, I started getting calls from Denver and Arlington, from case workers. Every 2 weeks they would call me and tell me the same exact thing. Health Net, had not returned their calls about non payment.
    I got so pissed off, I wrote the President. He wrote me back. Said he was working on trying to fix the problem.
    The result of that letter, I got a 3rd case worker from Vancouver, Washington. This lady was more personable than the other 2. She placed the blame solely on health net. She also told me that they were in the process of an audit and the contract was up. She also said, that health net had been awarded the contract for all retired veterans and spouses.
    They failed choice and were rewarded, even though the audit had not even finished, to find out where all the missing payment money had went.
    Her last phone call, i told her to stop calling me. I told her the damage was done, I no longer would be able to see my home town specialist, 10 minutes away, who was designated my provider. That provider won’t even return my calls.
    I finally was able to get in at my local VA. Where there is not a doctor, only a PA, he was upset that he hadn’t seen me, especially when I told him about what happened with choice.
    I’m on a cane and can barely walk now, riding in a car for more than 30 minutes sets off my back, neck, headaches, so now i have to appointments at the new billion dollar hospital that took years to build up in Denver, which is 2 hours away, for consultation appointments.
    Its been over 4 decades since my injuries to my spine, and exposure to blood, blister and nerve agents when i was stationed at Rocky Mountain Arsenal. All documented in my records, still have been battling with those same problems, that have gotten worse with age, unable to work for years now, couldn’t qualify for SS even though i had paid in for more than half a century, because they go back 10 years for disability and during that time, I’ve been unable to work and hadn’t paid in enough, they claimed. The VA says I’m only 70% disabled with my 8 service connected disabilities. 2 of those directly linked to my exposure.
    To say I’m disappointed with choice is an understatement, it gave me a false hope, then yanked all my hope of care for my pain out the window.
    I’ve sold almost everything, including my vehicle, so now those trips to Denver 2 hrs away are gonna be the death of me.

      My acupuncturist stopped receiving Choice clients due to non-payment. She lowered her cash price for vets, but had to insist she could no longer afford to work with Tri-Fuck. It was bad enough to get stiffed for thousands in services. It was the time and brain damage incurred having to mess with “the system”.

  13. The program is useless to the majority of Veterans. They failed me miserably and I never had a problem with my health care until this program was invented.

    I guess we all have to march on Washington to get our legislators attention. Making any part of the VA a for profit business will only kill veterans and make the top 10% more wealthy.

Obama’s No Insurance Company Left Behind Act was made worse, and no one’s prices/costs went down for health care – only up.     The root cause of all that ails the US is simple. Results of all contemporary legislation need to result in obscene profits for the few, and it’s OK if the targeted “service” has an accidental positive outcome.     Rauner’s veterans affairs director is resigning in wake of 13 Legionnaires’ deaths at Quincy veterans home

    “CHICAGO — The head of the Illinois Department of Veterans’ Affairs is stepping down following months of criticism over how Republican Gov. Bruce Rauner’s administration has handled a deadly outbreak of Legionnaires’ disease at state-run veterans home in Quincy.

    Former Army helicopter pilot Erica Jeffries has led the agency since Rauner named her to the post in 2015. An outbreak of the water-borne legionella bacteria began that year and has claimed the lives of 13 residents since. On Friday, a Rauner spokeswoman said Jeffries is leaving the agency and “accepting an offer in the private sector.”

    Rauner has repeatedly defended his administration’s response, including bringing in the U.S. Centers for Disease Control and Prevention and an overhaul of the home’s water filtration system. But the disease has persisted.”

I believe Congress/Senate should establish an Oversight agency for the VA which allows them to handle all complaints, inspect the VA facilities, mediate between the VA and Veterans and have an accounting section to oversee the VAs spending to ensure the money is going where its suppose to go.

    One thing is for sure, NO ONE CARES, NO ONE IS HELD ACCOUNTABLE and NO ENFORCEMENT.

    Also, stop passing laws for the VA as they CANNOT comply with the current ones. START ENCFORCEMENT and ACCOUNTABILITY for the current ones. It will also save thousands of taxpayer dollars.

    I recently had a conversation with my congressman regarding an issue affecting all Veterans. Of course, I wasn’t able to discuss the issue in its entirety for him to get a total understanding of the situation and nor did he ask to see any of the supporting documents I brought with me. I handed him one letter my VAMC provided him full of lies and attached to it I had the supporting documents to show him he was lied to. Now, my congressman was very nice and respectful to me and admitted he didn’t know much about the program even though he’s been holding congressional hearings on the issue. Yes, how can you hold congressional hearings and not know how the VA is implementing the law? So, he took my documents I handed to him and instructed someone to get it to his people in DC. He didn’t look at it. Nor did he state if he would help me or provided me with a follow up meeting. He did instruct this same person to set up a telephonic conference with his people in DC within 2 weeks. It didn’t happen so I contacted this person who was instructed to do this and finally he arranged it for May. I have the VISN Director refusing my request for a meeting with her after my VAMC director refused to hear my complaint. He allowed me to speak for approximately 50 seconds before he cut me off and became argumentative and never allowed me to finish telling him what happened and that was in Jan 2018. He also surprised me with the supervisor of these employees in which I’ve spoken to several times who lied to me. He has refused to allow another meeting and he claimed he was going to ask some questions and the patient advocate would let me know. Its almost May and no word from the patient advocate even after our emails and letters asking her for this information.

    NO ONE CARES!!! No one cares social workers are making medical determinations and performing clinical duties/responsibilities of licensed medical doctors. No one cares these social workers are affecting Veterans nationwide. NO one cares these social workers are breaking numerous laws. NO one cares these social workers are costing taxpayers millions of dollars a month. No one cares these social workers are not allowing (yes, not allowing) Veterans primary care doctors to perform the required clinical responsibilities because these social workers believe our doctors cannot make appropriate medical determinations/decisions to prevent fraud, waste and abuse therefore the social worker needs to do it.

    So, back to the Choice Program. Where is all the money???? Is it going into someone’s pocket who has a scheme with the VA employee to pocket this money by processing false claims?

    NO ONE CARES!!! Our society has become so taxed with unrealistic expectations of work and has caused them to ignore the issues as they cannot handle one more thing on their plate. It requires to much effort to fix it as they already have 100s of other things at work they are already trying to get accomplished.
