VA OIG Jon Wooditch

Benjamin KrauseFormer top Office of Inspector General (VA OIG) head Jon Wooditch was caught repeatedly masturbating in VA’s all-glass conference room during work hours. His penalty was a slap on the wrist, bonus and early retirement at 57 years old.

Sound like a good deal? Wooditch received a $29,000 bonus on top of his $172,000 salary after getting busted. He was then forced to retire but not before VA covered his tracks.

Wooditch was formerly the acting OIG head and deputy OIG before he resigned after lying to investigators about serial instances of public masturbation at work. In 2008, as acting head of OIG, Wooditch ignored warnings about the wait-list manipulation scandal that later resulted in the deaths of many veterans by 2014.

He was apparently too busy working on other things.

The Daily Caller uncovered the story that is certainly raising some eyebrows. In a previously unreleased report, confirmed allegations against Wooditch were as follows:

It was in July 2008 when multiple teachers attending a conference at the Renaissance Hotel — next to the IG’s Washington, D.C. headquarters — noticed a man looking at them and masturbating across the alley. The teachers observed him doing it repeatedly during their week-long stay.

One of the teachers “described Wooditch’s behavior as being progressive. She said that during the week, he went from rubbing himself over the top of his clothes to disrobing and fondling his penis,” according to the investigative report.

On Monday morning he would “peer out the window in the direction of the hotel… while fondling himself and/or masturbating.” Shortly after, the teachers saw him attend a business meeting in the same room. Tuesday went similarly; on Wednesday afternoon, Wooditch was in the conference room wearing exercise clothes, and took them off and put them back on multiple times in between masturbation sessions.

On Thursday morning, two women “woke up early to leave the hotel by 7 a.m. for a function. They both said they observed, independently of one another, Wooditch alone in the VA-OIG conference room naked from the waist up.” Teachers would later pick Wooditch out of a photo lineup.

The women separately alerted hotel security, which called the VA building’s security. At that point, a VA IG staffer took the alert to senior management — which was Wooditch.

VA stalled a FOIA request for the investigation records that were eventually leaked by a current VA employee last week to The Daily Caller. Wooditch’s fetish for public masturbation should send a message to sexual deviants currently engaging in exhibitionist behavior at VA, ‘Get caught, get promoted.’

In 2003, Wooditch was promoted following a workplace “porn” incident. Wooditch was a member of the “elite” Senior Executive Service (SES) at the time. As we know based on Diana Rubens experience, those SES execs skate on water.

Clearly America is reaching a tipping point with its collective disgust of VA’s blatant disregard for the law and human decency within the same agency designed to serve those willing to sacrifice it all for freedom.

When will America have enough? Will its disgust for these few VA whack-jobs taint taxpayers and erode the support veterans desperately need and deserve?

[easy-tweet tweet=”@deptvetaffairs – Way to cover up for such a whack-job!”]

  1. The part of this that is most repulsive to me is that “VA stalled a FOIA request” on this matter. Why does VA have the power to refuse to obey FOIA laws? How can you reform VA, when they get a free pass on lying? This makes me want to vomit.

    • The newspaper locally reported on our own local ROI that serves the FOIA requests – he, the ROI officer called me at home (recorded telephone call) and asked me to voluntarily withdraw a perfected FOIA request. It was for the minutes of a DBC committee meeting that his worker buddy had called me at home about and told me that they (DBC) had been authorized to negotiate terms with me for the removal of the Bogus PRF reported on in the newspaper. The FOIA officer identified HIMSELF as also being on the Disruptive Behavior Committee, and told me that requesting the minutes and other info talked about was “unnessesary”.

I informed him (recording available) that it was my desire that he fulfill the FOIA request.

As reported in the paper – they intentionally returned documents dated AFTER the FOIA request was sent and accepted, and in no case sent ANY of the information requested. In other words, they changed the paperwork around and denied the meeting ever took place – and then sent material that was dated after the request.

yep – they made up paperwork that looked like it fullfilled a request after the request for existing documentation was made. After the paper reported this, the have refused to fill any other FOIA request, and have refused to honor every single one of my Privacy Act requests to make changes in my medical record to reflect the truth. They didn’t deny the Privacy Act requests – they simply no longer respond.

My only recourse legally is to; A) file a FOIA to get the FAX logs. B) File an appeal when they don’t respond. C) Win the appeal, and resubmit my request. D) when they don’t respond, as reported, go back to step B).

Roseburg Oregon VHA has simply stopped responding to any request via FOIA or the Privacy Act that I make now that the article has printed. There is nothing to expect from VHA. They will not tell the truth, and they hold the VHA cards.

Keep kicking the dead horse and it still won’t pull the cart. There is simply no end whatsoever to the vile corruption that has eaten into our country’s core – the VA

      • I believe every federal agency uses a tracking system to track their FOIA requests. You should send a FOIA to VAHQ for any tracking numbers they have in their system for FOIAs from you. Yes, they will likely send it locally to get that information, or the VA FOIA tracking system is national and the local FOIA officer enters that data into that national system, and HQ might have that information readily available.
Regardless, if you send them a request and get a response, which should be very easy for them to produce, you can match up your requests to their tracking numbers. Once you prove your requests you sent long ago have no tracking numbers to match the proof you sent the request, you can take that to the media and ask why the VA FOIA officer is not doing their job and violating federal law. The media understands FOIA very well, and they would likely be interested in why they are not producing records according to the law.
Or the VA may gamble on whether you might sue to force them to comply. I don’t know how difficult a case a suit like that is, but with clear evidence of no attempt to even respond, it should not take long for a judge to rule in your favor.
Or the other option is to just send your request to VAHQ, let them log it in to their tracking system before they pass it on to your local VA to respond. Then HQ can answer why the local is not doing their job.
If you really want to get them excited, send a request to HQ requesting any records they have, emails, faxes, chat logs, letters at Roseburg discussing FOIA requests from you. It would appear several officials there made a decision to not respond to your requests, and they all did not decide that on their own.
I have submitted quite a number of FOIAs to the VA, Pentagon and other agencies over the years. I have never had them not respond saying it was received. I have had a few shuffle it around to the Army, some other entity, etc., trying to delay it, but don’t recall any that were refused. I have had attempts at intimidation telling me how much it would cost, but I never once had to pay. I waited on one that took a little over 2 years to provide, but I did get what I asked for.

    • Same here. There doesn’t appear to be any reason why they refused to release the report, other than they were gambling on whether they would be sued, and forced to provide it.
It seems some federal agencies are more than willing to roll the dice on being sued over FOIA depending on how embarrassing the information is.

  2. The VA OIG is one big undercover porn fest. The OIG has been publicly jerking off figuratively for years now while employees have been reporting waste, fraud, and abuse. Might as well do it literally as well. Toss in more than a few dead veterans and employees while this POS was whacking himself off publicly.

  3. I put in a complain to the IG about the VBA. The lady said if I don’t hear from them in like 2 months, it was not going to be investigated. I asked her about accountability, is there a case number or anything like that so I can document that I at least made a complaint.

She said no. My trust in the IG system is not at an all time high.

    • I contacted them last year, and they wouldn’t even listen to what I was saying them. She blatantly lied saying they only investigate financial fraud or abuse, nothing else.

That was before Griffin finally retired.

That entire office needs to be fired and people of integrity brought in, but it won’t ever happen.
If you research some news, Obama fired at least 4 IGs when he first came in. One IGs name was Walpin, another Barofsky, and one named Gwynne. Walpin was the worst for Obama since he was investigating the misuse of federal funds by an Obama crony. Walpin sued for wrongful termination, and the administration smeared him insinuating he was old and getting senile. Of course, the media and Dem politicians in Congress dutifully lined up to protect Obama.

After those high profile actions against IGs, and with nobody in Congress with the guts to stand up for the integrity of the independent IG system and laws supporting it, word got around to other IGs quickly that investigations making for embarrassing headlines would end your career.

You can bet in the VA, that word was received by many looking to scam the system, or retaliate against whistle blowers, or deny a veteran medical care or benefits.

  4. M own local therapist, paid for by vha dollars for the treatment of severe PTSD said this to me about VHA when they began behaving toward me in the manner that got them put on public display for official misconduct and some WHACKY letters, antics, allegations, and retaliation aimed at myself: “The VHA behaves more reactively than any PTSD patient I have seen.”

“Reactive” is the nice term for the symptoms that I was seing her to treat. It is acting from the “primal’ brain, she called the lizard brain that triggers a fight or flight mode (from reality) that is a trademark of the disease that I am rated at 100% sc for.

She diagnosed the VHA as behaving precisely as a patient with chronic severe mental disorder, untreated, would behave. Her counterpart inside VHA, my shrink, confirmed to her that he also believed this to be correct.

As a matter of fact, one of the PRF letters that I have was reported on in the newspaper as part of that misconduct that tried to justify severing services to me locally: “…the staff at the CBOC (clinic) suffer from PTSD from a previous incident (another man with a shotgun in his car), and your words have triggered a PTSD reaction. This is a safety of work issue and cannot be ignored. …the staff does not currently feel safe when you are on the property.” Signed, Chief of Staff.

Yep. They even wrote me a letter stating that I was a trigger for PTSD caused by another man, and that as a trigger, my prescence on clinic grounds represented a “safety of work” issue that precluded me from ever seeing a local doctor again. Of course, their sudden onset of PTSD only happened after that clinic was served with a Restraining Order which restrained the clinic manager from calling me at home anymore.

Mental health issues of one man? How about the VHA using an entire clinic staff’s PTSD as an issue to keep one man out? At least locally, the fact that the local staff ALL suffer from PTSD severe enough to impact their medical work at the clinic has now been published in our paper.

VHA refuses to respond to repeated inquiries from others about if they are also impacted by the PTSD of the staff. Even better, each of the employees there at the clinic now has evidence signed by their own Chief of Staff that proves they suffered a life changing trauma at work, and so now can apply for disability benefits at ANY TIME in the future on that basis alone – the Chief of Staff is a Senior Medical Pro.

This case, Mr. Wanker, kind of makes you wonder what kind of “stains” they found on those surgical instruments that they just can’t get clean enough. Doesn’t it?

  5. When I read this story the other day, it enraged me and still does. The irony of this pervert in having an unfortunate last name of ‘Wood Itch’ (Wooditch), is the only thing keeping me pushing forward.
These literal JERK OFFS and sex addicts (VAOIG) are the ones supposedly put in place to hold the VA accountable but have been clearly holding only their ‘Richards’ while ALSO ‘beating’ the very System they work for and even ‘rubbing-out’ a ‘climax’ of maximized ‘performance’ bonuses.
Maybe it would be so much easier to actually have accountability if the VA OIG is completely replaced by non-SEC personnel, and make it be ONLY former ENLISTED Veterans…matter-in-fact I propose make the entire VAOIG be made up of actual VA Whistleblowers, past and present.

Something tells me that this is only scratching the first outer layer of a very smelly onion.

Rep. Miller clearly KNEW about the corruption within the VA OIG going back to 2008 and more and here we are about 8 years later and these ‘blowhard’ career politicians and members of the House/Senate Veteran’s Committees are clearly operating with EYES WIDE SHUT. Why does Congress continue to protect them? Why did not our POTUS sick then Attorney General Holden and crew onto the VAOIG and clean house?

We have a massive Dereliction Of Duty of our so-called Leadership.

Can anyone reading this imagine what would have happened had this been a Veteran with a Sexual Addiction problem that was doing this in an all glass office somewhere?
Now it’s absolutely no surprise that Ms. Rubens & Ms. Graves will more than likely get-off scot-free and collect another bonus as they pass go with their pockets stuffed with “Get Out Of Jail Cards”…yeah, the so-called ‘Elite SEC VA Employees” are operating the VA like a huge Monopoly Game with all the Veterans stuck on Baltic Ave. while all VA SEC and VA Leadership life high life on Boardwalk Ave.

The VA is a sick Sociopath as a collective. The very Terrorists we are supposedly fighting could not even do the very damage that the VHA has already and continues to do to Veterans and Our Country. Wait a minute…our POTUS seems to be a sympathizer and enabler of both problems so we are truly phuqed.

    • @namnibor

If Miller knew, you can bet just about everyone in Washington knew about that “secret wait list” long before it hit the National News!

I’m also willing to bet, everyone in Washington knew about Wooditch and all the other (VA) sexual deviants! Things like this are, more likely than not, “discussed behind closed doors”!
If this behavior WAS being discussed, then you and everyone else should be aware of many more criminal activities that are going on in Washington and around the nation.
Of course, we all know that Washington has become one big corrupt entity.

It’s not going to take much more, like Newt Gingrich said recently, FOR ALL HELL TO BREAK LOOSE ON Washington.
People are waking up. As Newt said, quote: “People are angry!” and rightfully so!

These two “events” where Muslims have committed “Jihad” (Tennessee and California) are just the tip of the iceberg. In my opinion, there’s going to be a whole bunch more. Only this time the “attacks will be coordinated and simultaneous!” as “Judicial Watch” states.

Also, according to the article in “Judicial Watch”, ISIS has a foothold in Mexico. Just east of El Paso and below Arizona. According to the ‘report’ they have teamed with the “drug cartels” and MS13. Also, the cartels and “Mexican gangs” have been supplying “military grade weapons to ISIS”. There’s also, in the report, where two high ranking Mexican law enforcement officers have been tied into this.

So, until something HORRENDOUS happens to someone, or their families, in government. Nothing will change the current way our government does business.

Therefore, It’s up to the average citizen(s) to protect themselves. This pretend government isn’t going to do anything. All they care about is how much money they can squeeze out of the taxpayers. And/Or how much money they can get from big business and super pacs.

      That’s my rant for today!

  6. Benjamin!! Nice wording for today’s “Bad VA Art”, which is only missing the background music of Michael Jackson’s “Beat It”.

The cleaning crew for that conference room must have been wondering how those pigeons got “inside” the conference room and defiled the inner windows only.

    Sick BasTURD, Mr. Wood-Itch is.

  7. The wife found something on “Facebook” yesterday concerning a “letter” from Obama to a mother (dated 2009). (It was an article one would “click onto” to go to the news article. The article came out yesterday.)
Evidently, the mother had asked Obama to look into a local VHA on behalf of her son, an Iraq war vet, NOT being treated correctly at a local VHA. His “response” was “hand written”, and signed by him, on White House Stationary, stating he would “look into” the matter, (Paraphrasing)
That “letter” was, as I said, dated after Obama became POTUS! Has anything changed? NO! It’s only gotten worse.
On the lighter side. That “mother” decided to “auction off” the letter on E-Bay in 2014. From what was said, on Facebook, she received $4,000 for it. I hope she paid the taxes on it!

As far as Wooditch goes, his “Sexual Deviance” or “Sexual Pervertion” should make all women out there pissed. I would hope this issue would raise eyebrows by the people running for any government office. They, the incumbents, could have a field day with this information. I wonder why this hasn’t been more widespread in the news media. This is better than anything the Kardashians or anyone in Hollywood have done!

      • It’s because he believed he could- and did!
I emailed the article to two “investigative news reporters” here in Central Florida! I explained how this might never had come into the light if not for a courageous VA employee.
I explained how, because of this employee, there is NO true accountability or transparency within this government agency.
I even went further by adding Hillary Clinton’s name. Because she, during her bid for POTUS has expressed the “rights of women”! Especially when it comes to being “believed” by law enforcement over suspicious activities! I think someone “jerking off” in front of a bunch of “school teachers” is egregious to say the least!
Why he was never prosecuted is beyond reason!

      • “Just where does Wooditch get off doing this stuff????”

Unfortunately, all over quite a bit of glass. Brazenly. Sociopathic. This is the type of stuff I fully expect that the VA Shrinks do in-between patients and their off baker’s hours. In parks. Glass houses. Woods. Playgrounds. Sick basTurds!

  8. Typical. In reading this and the DAILY Caller article, he lied repeatedly about his actions.
…and got a massive boner, er, bonus for his efforts.
Congress has let the system of IGs deteriorate badly since 2000. That accelerated in later years, and is completely dysfunctional at this point.

  9. I am truly getting lost in this VA behavior. Being that my appt. is tomorrow, I am angry as a Vet can be, and have to figure a way not to lose my cool, again. My hearing is coming up ?. I have legitimate concerns, and feel quite sure I cannot reveal anything to this Dr.. I read last week where psychs can talk to vets about pot. Not my problem, but I have other issues. I have noticed psychs don’t or won’t talk about most the problems I have. Dr’s avoid all my physical concerns. I am sure I can’t talk to either about anything I read in your most informative articles. I have a question: Does going to VA do me any good? That idiot in the glass room closely resembles apes at the zoo. Keep on Ben, we need you.

  10. I have heard of screwing your way to the top – never masturbating yourself to the top.

There are many allegations of sexual misconduct at VAs across the country. At the VA I use, females are afraid to walk down the halls because of a convicted rapist working for the hospital and sexual harassment by others. This was told to me by a female doctor, a female nurse and a female lab technician.

They all are afraid of reporting it due to retaliation. It’s a pretty sad state of affairs – but, this is not surprising – it appears it takes a special kind of sick and demented to be in a position of authority at the VA

    • Hey Dan,

At the VA, masturbating is what you do AFTER you get to the top, an in your face gesture to congress, taxpayers and veterans………………One big jerk off club………

      • So, the VA is a lot like Pee Wee Herman and his “Playhouse”??? That totally ruined his career and I can think of other public indecency infractions that hurt other popular cultural AND Politicians…remember that older Republican Senator or Rep. that was caught soliciting sex not only in airports (Chicago and Minneapolis I believe) but also have boy toy clerks, and they just let him finally quietly retire in last decade…so Federal Workers and Public Masterbation is not a new phenomena….except the VA gives large bonuses, apparently for such lewd behavior…the inmates are truly running the asylum.

  11. This guy was probably the one who told the Denver vamc to Red Flag me. VA disruptive probably told him.that I was reported disruptive and he was in the middle of something and was upset they interrupted him.

And for that he said punish that asshole.before I screw him. How many veterans has he screwed and how many employees got promoted engaging in his behavior.

The VA has no morals and will screw as many veterans as they like and nothing is being done.

Wonder what Bob McDonald is doing.screwing us in another way and needs to be brought in front of congress and forced to explain what he’s been doing and if he can not provide proof.he should be forced to leave and his staff also should be let go.

  12. This just beat’s all I ever stepped in just got it all up there everything from rug munchers to dope dealers kinda like a box of chocolates never know what you gonna get. And the list goes on and on and on Paul Harvey good day.

    • ^That’s Funny!

Except, that brown stuff is certainly not chocolates, but they are definitely filled with a special kind of chewy BS center. Mind the nuts.

I hate reality shows…but like crazyelf said, this stuff could put the Kardashian’s out of their unreality show empire. You cannot make this crap up. Still. Do not eat the chocolates. Just how in ‘Twin Peaks’ it was said that, “The owls are not what they seem”, so goes the VA.

This Whack-Job should be listed as a SEXUAL PREDATOR…I am hoping this takes tread because I just sent stuff around my neck of woods news centers…but everyone’s feathers are ruffled about what Trump is saying and perhaps TRUMP, for good or worse, MAY be a GREAT MOUTH to at LEAST use this collective crap on mismanagement of Federal Agencies (VHA/VA/et al), to ensure the same pukes are not re-elected in all of the State’s Reps/Senators next year as well.

He may be loud, but these things being stirred-u in the sediment is just what we need to topple the status-quo. This year’s VA scandals alone should be quite enough I would think?

  13. punching the clown all day is more important than punching the key boards and doing ones work when it comes to the VA. How pathetic.

  14. This is not surprising to VA employees esp those that worked for VBA. Believe it or not, M. Mangan, who helped the evil Kim Graves get a position in VBA Central Office (Wash DC), resigned around a decade ago for the same behavior. He was caught on tape by masturbating at a window in front of a female employee who worked at the Organization of American States (OAS), positioned in back of the G street bldg. Mangan constantly took breaks throughout the day to masturbate on the 2nd floor of the G Street bldg. The female employee kept calling over to the security guards complaining but every time the guards ran up to the 2nd floor, Mangan was gone. What Mangan did not know was that the 2nd floor, formally occupied by Secret Service staff, who had recently left the bldg, kept their ceiling cameras in place. It took a VBA security employee to see that the cameras were still working and saw for himself with the security guards that Mangan did partake in personal satisfaction several times a week. Mangan was the executive assistant to Nora Egan, Chief of Staff to the Undersecretary of VBA at the time. She did not believe it until she saw the tape. Mangan was forced to resign but Egan, felt bad for the guy, proposed, approved and gave him a $25K bonus for resigning!!

    • Nice. So the culture of doing anything to protect their own has been alive in VA upper management for a long time.
Let a veteran whip it out in a clinic and see what happens. If they avoided the psych ward, they likely would have been arrested, prosecuted and registering as a sex offender for some time rather than getting almost a years disability pay as a bonus.

  15. Was he showing signs of early dementia or cognitive impairments? If he were, I’m not sure anyone would be at liberty to tell you. Frontal lobe activities , that which govern self regulation and inner monologue are one of the first to go and are tell-a-tale signs. Hyper sexuality or inappropriate sexual behavior is also another sign.

    • TO PUT IT IN MEDICAL TERMS, YOU & I WERE PAYING HIM TO “CHOKE HIS CHICKEN”. SOUNDS LIKE “HAND JOB” IN FULL METAL JACKET. “INSTANT SECTION 8”, DUDE WAS/IS BENT. I WONDER HOW MANY PEOPLE RAN TO WASH THEIR HANDS WHEN REMEMBERING A HANDSHAKE WITH MR. SLIPPY FIST HERE…… MERRY CHRISTMAS.

  16. This is president Obama time to really shine before he leaves office. If he can overhaul healthcare,he definitely can overhaul the VA.we need to back it by writing both our US Senators and congressmen. Start with McDonald and work his down don’t worry about stepping on toes you can’t make omelets without breaking eggs. The ones who have been doing their jobs replace the dead wood that has been sitting on their rear collecting bonuses and paychecks for screwing over and victimizing veterans. Yes Obama hell with political correctness this is your last chance to do the right thing by us veterans.
