Leaked Anthrax Vaccine Memo Likely Authentic
A new PDF memo purportedly from the Department of the Army concerning bad batches of the questionable Anthrax vaccine has been confirmed as originating from DOD despite claims from Massachusetts Department of Veterans’ Services secretary Francisco Urena that it was “fake” and a “scam.”

Over the weekend, an Army memorandum circulated to soldiers about possible disability related to bad Anthrax vaccine batches that then leaked onto social media to the public.
The leaked memo was immediately dubbed as a “fake memo” and “SCAM” by Massachusetts Department of Veterans’ Services (MDVS) secretary Francisco Urena, but a deeper look at the memo revealed its authenticity.

A PDF of the memorandum, drafted by a person named Patrick McGrath II was digitally signed using a DOD certificate authority, and that its contents are “not subject to repudiation because the certificate chain is intact,” according to attorney Francis White, III, a former US Air Force compliance inspector for information technology.
I spoke with White, a colleague of mine in the same office, about his professional impression of the memo and his statement above.
White says faking the signature using a DOD CA certificate chain is nearly impossible in this context, “the digital signature on that memo is valid” and the related documentation shows it “was signed by an individual named Patrick Steven McGrath II, and is not subject to repudiation…”

White says that does not mean McGrath had the authority to circulate the memo to the public, but it does show the memo “cannot be summarily dismissed as fraudulent,” contrary to the suggestion of MDVS secretary Urena.
Basically, since the memo is valid, it likely originated from the 2nd Battalion located in South Korea implicating soldiers stationed at Ft. Campbell and Fort Drum from 2001-2007.

In short, it may not be a fake, after all, and hopefully, Army will do the right thing by identifying and notifying affected soldiers.
The intent of the memo appears to be simply to inform soldiers who participated in Operation Enduring Freedom and Operation Iraqi Freedom that they may be eligible for disability benefits from the Department of Veterans Affairs.
Army Bad Batch Anthrax Vaccine Notice
- Task. 2nd Battalion, 1st Air Defense Artillery Regiment identifies Guardian Soldiers who received Anthrax vaccination from Ft. Campbell and Ft. Drum from 20012007 for Operation Enduring Freedom/Operation Iraqi Freedom NLT 04MAY18 to inform Soldiers of possible Veteran Affairs benefit.
- Purpose. The purpose of this tasking informs Soldiers who received bad Anthrax batches from Ft. Campbell and Ft. Drum from 2001-2007 for OEF/OIF IOT notify possible 100% VA disabilities due to bad anthrax batches.
- Coordinating Instructions. a. Units identify Soldiers who received bad anthrax batches providing name, rank, and DOD ID number to CPT Potter at [email protected], 1LT Patterson at [email protected], and 1LT Vanderburg at [email protected] NLT 04MAY18. b. Physician Assistant 1LT Vanderburg will screen and validate Soldier’s medical records.
Despite what appears to be a straightforward memo, some sources, including the MDVS secretary Urena are misinforming the public that the document is a fake because “This is not how VA Claims are filed.” But the memo appears to serve as a mandate to “identify soldiers who received bad anthrax batches” and little more.
Anthrax Vaccine Scandal In History
I also spoke with retired USAF Lt Col Thomas “Buzz” Rempfer about the memo this morning given his longtime research into the unlawful Anthrax vaccination program.
Like Attorney White, Rempfer and I have known each other for a few years. We are loosely brainstorming ideas about increasing transparency related to DOD forced vaccine programs like the Anthrax program.
Now, some of you reading this may not be familiar with the history of the DOD Anthrax Vaccine Program in the late 90’s through 2007. During that period, soldiers including myself were forced to take the Anthrax vaccine even though appropriate investigations into its efficacy had not been completed.
Basically, the soldiers were the guinea pigs, and we all knew it.
Those of us who refused the vaccine were punished by bad conduct discharges. Some of us who took the vaccine were badly injured. Some died.
As a whistleblower against the program, Rempfer believed the document warranted further review into what the Army is attempting to accomplish, and that the Anthrax vaccine program itself reveals a darker history warranting attention of President Donald Trump right now concerning the 2001 USPS Anthrax attack and subsequent investigation by FBI conducted by Robert Mueller’s subordinate James Comey.

- The FBI ignored tips by a military officer after the anthrax letter attacks. He informed the Bureau how Sen Daschle wrote a letter to SecDef Rumsfeld three months prior to the anthrax letter attacks. Sen Daschle questioned anthrax vaccine and disciplinary actions “meted out” against troops.
- The FBI ignored or dismissed the officer’s tips for eight years. The officer was in DC on the day of the attacks delivering a Citizen Petition to FDA HQ’s, and he informed the FBI he was on the phone with Sen Daschle’s office at the moment the anthrax letter was opened. He suggested the FBI focus on DoD anthrax scientists with the motive, M.O. and history.
- The FBI never reported to the American people that Sen Daschle’s office were the only victims attacked with an anthrax letter that actively questioned the anthrax vaccine.
- Instead, the FBI reported it could not find “any ostensible connection to the anthrax mailings” and the attack on Sen. Daschle’s office. Yet, the FBI was given evidence showing that the White House and Senator Daschle questioned the vaccine, at least until the anthrax attacks.
- It is undetermined why the FBI obscured the Sen Daschle-anthrax vaccine connection given the tips, timing and evidence, particularly when the FBI’s official findings stated motive for the attacks was to save the “failing” vaccine.
- After the attacks the Army offered anthrax vaccine to Sen Daschle’s office, against advice of Sen. (Dr.) Frist and the NIAID. Sen Daschle never questioned anthrax vaccine again.
- Bottom-line: America was hoodwinked by the anthrax letter attacks due to the almost decade-long bungling of the investigation by the FBI. The delay allowed the DoD to unwittingly “save” the “failing” anthrax vaccine program, i.e., the stated motive of the attacks. But, no retrospective review of the program occurred, nor records corrections.
Rempfer’s perspective on the Anthrax issue is not limited to the USPS attack. He also believes the President has the opportunity to secure military records changes for former soldiers who were discharged for refusing to take the vaccine.
Anthrax And Bad Conduct Discharges
The long takeaway about the Anthrax program is that many soldiers were given bad conduct discharges for refusing to take the vaccine even though the program itself was unlawful.
Many more soldiers were permanently injured as a result of the bad batches. Perhaps this leaked memo is a sign of internal shifts in vaccine policy within the US Army.

Here, I found out about the memo and immediately reached out to topic experts to evaluate whether what the Massachusetts Department of Veterans’ Services secretary asserted on the memo being “fake” could be independently evaluated.

UPDATE 4/17/18: We are still waiting for feedback from the US Army about the memorandum’s content. Again, what we know is that the document is likely authentic meaning it was electronically signed by a person named Patrick using his official DOD CA. This also means it was not written by some random guy sitting on a couch typing up a fake memo. We do not know if the information in the memo is totally accurate, but it was published and then signed using a DOD authentication key process when electronically signed by Patrick.
UPDATED 4/21/18: Army officially retracted the infamous memo April 19, 2018, on Army Times without acknowledging VA disability impact from adverse reactions. Subsequent articles citing Army’s retraction provided additional details. The Army memo was authentic but the Defense Health Agency later stated its contents were false without providing additional details as to what information within the memo was false.

I was in Army Aviation and deployed from Ft Hood in 2003 to IRAQ. I took most of my anthrax shots in Korea, 1998-1999 batches FAV017, 043,037. At Hood in 2000 FAV048B, 2003 FAV 069, 2004 FAV082.
The FAV069 shot fits the timeline and list of bad batches that cause autoimmune disorders. I retired in 2007 and within 6 months developed a critical case of Polymiositis, a horrible disease that basically means your immune system goes into overdrive and begins attacking healthy cells, I was hospitalized for 6 weeks and the doctors said if I had waited to go to the ER 2 more weeks the hole the disease was eating into my heart would have caused heart failure. I was 39 years old. It has taken years to recover and its in remission but could return at any time. I have never applied to the VA about this disease as I was on Tricare and was treated in a German hospital in Regensburg. They saved my life, literally. I will be digging deeper into this as I never connected the dots before I saw this.

I was serving in the Marine Corps when I started my anthrax series. I recall being told that it was dangerous to NOT complete the series. It was around that time that the first service member contracted Anthrax and died. They put our series on hold, then continued the series. This was prior to 09/11/2001. When I enlisted in the Army in 2006, there was no mention of the Anthrax series at all. When I was mobilized in 2007, I was given the last of my series. They had to find me one, if I recall. What kinds of things should I be on the lookout for, health wise? My deployment was OEF, but not out of Campbell or Drum. What are your thoughts?
Ben, VSO’s have been co-opted into the larger VA bureaucracy. Hope they having fun partying it up with their funny hats while we spin round and round. 500K to lead a non-profit?!? You’re the real VSO and I’ll do what I can to support (as we all should IMHO). How does this tie into the genome projects/funding scheme? Canaries in the coal mine one and all. Doc being fake or real is beside the point (I believe the latter). We were given unproven vacs & meds without consent and in many cases with sustained negative consequences.
I could not see any verification on the digital signature; was it attached to the memo itself, or just the member circulating the attachment’s source email…? Aside from that, I was in Aviano, Italy in 2007 and had to take the Anthrax vaccination; after the third shot, I developed chronic global headaches that never go away. I had heard there were at least a few other members at Aviano that suffered similar side-affects following the Anthrax vaccination during the same period. And like others here, I have had other chronic pain issues since those vaccinations, though I had not thought them to be related. What was disconcerting though, is that the base never filed a VAERS case for any of the incidents. I will have to go back through my medical records to look for my vaccination updates, as it was all digital by then.
Never-the-less, I hope more can come to light as I do not believe the vaccinations were safe. As it was, the MFG only received emergency approval to re-start the program following those “Anthrax Letters”, yet the MFG had purportedly lost FDA approval preceding that due to failing multiple FDA inspections.
I actually have a copy of my shot record with lot numbers. I served from 1989-2017. I am in constant pain every day, Muscle pain, Back pain, hip pain, memory problems. If it was not for the herbal supplement Kratom I would not be able to function. If there is a possibility I could get treatment and/or benefits for this I would love to know.

I’m a golf war vet deployed to the gulf aboard the USS Cape Cod ad-43 between January and July of 1993. I have Gulf War Illness, which means fibromyalgia osteoarthritis degenerative joints migraines small fiber neuropathy colitis and a few other things. I’ve been seen by the wriisc Center in East Orange New Jersey. They concluded that my only exposure was most likely the anthrax vaccine to be determined by my medical record. I finally got a copy of my medical record just recently which was heavily redacted missing many things that are unrelated to gulf war illness, but most noticeably missing is my vaccination record. I have written documentation from the New Jersey vmac and my medical record from the last 20 years of being at the VA. I’ve been unable to get an Anthrax antibody test done. I did find the company that does a sqaline antibody test, they are no longer studying this vaccine and no longer give this test, they were very rude on the phone and quick to get rid of me and not talk about it at all. I’m very sick and very pissed off and I’d love to assist you in any way possible.
I took the shots between 2003-04 and now suffer from Rheumatoid arthritis, Lupus and Sjogrens overlap syndrome.

Its a lot like the HCV and the air vaccination guns that all of the services used up until 92(?). The air guns could spread blood from one person to the next. Ever wonder why the number of vet who have HCV is so high? And facts that would allow all 4 branches of the service to track the occurrence of HCV of every one of us 30-60 years later exists in the records based on where you took basic training. Basic is where they lined us all up and gave us shots, one right after another in rapid succession. They have buried the HCV scandal just like the Anthrax scandal.

I haven’t heard any tie-in to the Swine Flu Vaccine in 1976. I received my shot under threat of Captains Mast.
40 years later with the strength in my hand almost gone, I received 100 %, but no acknowledgement of a connection to the vaccine.
It was, and always has been “deny, deny, deny”. So I am diagnosed with an unknown something, but it is very clear what the “something” is after you have been carrying it around for 40+ years.
I would like to hear from those that were in my position, we can all learn how to navigate the VA together.
I can sympathize for those today. There may be a time when vaccine damage is seen as real, but it may take a while.
I was stationed in Ft. Drum from 2002 until I retired in 2013. I left a few times to do unaccompanied tours. I received not only all of the anthrax shots required but the booster as well from Ft. Drum. I never had any issues with it and I don’t know anyone that I was in 4-31 INF with that did either.

In a letter posted to his Twitter account, Blackburn called his time at the agency the “honor of his professional life” and celebrated an overall increase in veteran trust for VA from 47 percent in 2015 to 69 percent today.”

Blackburn’s resignation comes just weeks after Donald Trump fired VA Secretary David Shulkin, who characterized his firing as the beginning of a Trump administration effort to privatize the VA.
Blackburn’s resignation also occurs in the midst of the VA’s ambitious transition to an interoperable electronic health record system with the Department of Defense, for which he was a central figure.”

I’m curious if his resigning has anything to do with that IG report Ben recently wrote about showing how sloppy the VA IT security has been for many years.
Don’t worry, he likely installed several backdoors and also likely has already amassed a good collection of taxpayer-provided ‘IT FIXES” pieces & parts, and probably a laptop or two with every Vet’s SSA# neatly alphabetized.
He’s likely stepping-down due to even MORE dirt forthcoming on that IG report…and just maybe, maybe, a trail of gravy from all those not applied “IT FIXES”….wait for it….they only retire early because of likely chances of poop canon chunks…
I wondered the same.
But noted that he was only placed in charge as acting VA CIO since the end of October 2017. Right after the VA 2018 Budget was passed and Shulkin began his maneuvers to re-appropriate portions of the Budget to the deal with Cerner. Claiming that if he was not able to reappropriate the money in the budget it would cost the VA $10s of millions of dollars to then implement the Cerner Software.
Also I have noticed that the $450 million in the 2018 budget, to fight Veterans homelessness, that Shulkin was fighting to try and re-appropriate has now been released and is funding the programs that Congress budgeted the money for.
That has only happened after Shulkin was fired.

Am I the only one having a difficult time verifying that these officers are real?
The names on the memo are of real individuals but I have been told by the unit that the memo is not real. I have posted below the email correspondence regarding the anthrax memo.
Although this memo only refers to Ft Campbell and Ft Drum, my husband and I both received several vaccines from noted bad lots (as identified by the FDA) and we were on Air Force bases. All of us need compensation for this like what has happened with agent orange. Thank you Uncle Sam for my fibromyalgia and melanoma.
I am right there with ya! I was Air Force and recei ed these vaccines both stateside and in theater in support of OIF/OEF. Something needs to happen especially for those of is now suffering from chronic illnesses
I received mine in 99… they were also identified as “Tainted Lots.” I wonder if those will be considered if something is actually done?!
As I commented above, the DOD publicly stated they knew about a large batch (almost 2 million doses) of bad anthrax vaccines that they would keep for an emergency.
I seriously wonder if anyone tracks those batches, or if they were used anyway.
An interesting FOIA to the DOD would be for the Lot numbers of those batches identified as bad.
A follow up FOIA would be for any documentation showing they were shipped anywhere.
A third FOIA would be for any documentation on whether any bad batches were given to the military.
This was late 1990s when Cohen made those public comments.

Knowing how often VA is prescribing Gabapentin many here may be interested in the criminal case: U.S. v. Ranbaxy USA, Inc., JFM-13-CR-0238 (D. Md.).
Ranbaxy USA further admitted to failing to timely file required reports known to FDA as “field alerts” for batches of Sotret and gabapentin that had failed certain tests. With respect to Sotret, Ranbaxy USA was aware in January 2003 that a batch of Sotret failed an accelerated dissolution stability test but continued to distribute the batch into the United States for another 13 months. With respect to gabapentin, Ranbaxy USA was aware at various times between June and August 2007 that certain batches of gabapentin were testing out-of-specification, had unknown impurities, and would not maintain their expected shelf life. Nevertheless, Ranbaxy USA did not notify FDA and institute a voluntary recall until October 2007.
Under the civil settlement, Ranbaxy has agreed to pay an additional $350 million to resolve allegations that it caused false claims to be submitted to government health care programs between April 1, 2003, and September 16, 2010, for certain drugs manufactured at the Paonta Sahib and Dewas facilities. The United States contends that Ranbaxy manufactured, distributed, and sold drugs whose strength, purity, or quality differed from the drug’s specifications or that were not manufactured according to the FDA-approved formulation. I recall at one time there being a few news reports about a batch of anthrax vaccine being shipped to a unit and the vaccine had frozen in shipment. After it thawed, it was used anyway, and members of the unit got sick.
I also remember a number of news reports about a very large batch of vaccines being bad. I believe the DOD already paid for it. I believe it was SecDef William Cohen who publicly stated they would not destroy the bad vaccines, they would keep them in case of some emergency. Congress fully agreed.
Rempfers name rings a bell for some reason, I don’t recall why.

I recall going to a meeting with them years ago where the unit command was trying to convince their members to take the vaccine. Some in the unit already got the shot, including one enlisted who had a heart attack shortly after if I am remembering right.
The pilots in the unit were rather concerned over taking the shot. If they took it as ordered for a part time job flying military aircraft and got sick, the FAA would certainly pull their pilots license for their civilian jobs flying for an airline or UPS or FedEx.

I have commented here before about this.
Around the time this memo was written, Congress and others were investigating whether anthrax vaccines caused Gulf War Illness. The FDA were forced to finally investigate Bioport, and found foreign material like rubber gasket material in the vaccines, and also found there was no consistency between doses. One dose could be twice as strong or weak as the next dose.
Rather than the FDA pulling the license to manufacture the vaccine, they allowed the DOD to shut down production for a few weeks to clean up the production line.
They reopened production, and renamed the company from Bioport, which was a Michigan state owned company, to Michigan Biologics Products Institute.
They also got a new private owner around the same time when former Joint Chiefs chairman and long time Clinton crony Admiral William Crowe bought the company.

Early on during Desert Shied/Desert Storm early 90’s. I was enlisted in the USAF Security Police/Mobility Team 2. Our Mobility Team 1 watched the first scud come in. We all received two injections state side and were instructed more would be administered once deployed. Rumors flew that the third injection caused a chain reaction causing an internal mixing that inherently turned to a poison/toxin inside the body. All mobility personnel was administered the first two initial injections state side and received more injections once enroute to/arrived at target area.
When our unit deployed, we went through the line for shots at Ft. Sill. It was the very first time in several years of being in the military (including several deployments) that my official military shot record was refused, and our shots were recorded on a simple worksheet off a copy machine.
We were told we needed an additional anthrax booster shot in 90 days, and we would get that in the Gulf.
At the 90 day point, I asked the hospital unit where we went for any medical needs about the booster shot. I was told when it would be scheduled, and we had to insure the entire unit was there.
On that date, as many from our unit as we could find at the time loaded up on deuces or any other vehicle and went to that medical unit for the shot. I was in charge of anything having to do with medical issues in my unit, so I was one of the first to get the 2nd shot. I wanted to be at the head of the line so I could record who got the shot since we were told the medical unit would record it, but not on our official military shot records.
After I got the shot, I stood outside the entrance to the tent and recorded names as fast as I could write in my notebook. Eventually I could only record initials because people were coming out so fast.
I think of and regret making sure my unit got the booster shot almost daily.
I still have the notebook with names or initials.

As much as I loathe self revelation this story compels me to disclose personal information about my Marine Corps service as a much younger lad. (A whole lot much younger)
The only organization that I can recall that serviced vets was in a town called Osan. Just past the Peach Oscar street vendor but before the dried squid cart is a green door behind an iron gate. Knock twice. They service vets there for a membership fee too. It is my only positive experience with a veteran service organization. I’m not sure how the come down on the Anthrax thing though. Most of them carried medical check cards so I know they must worry about disease? What more could they possibly do for vets?

@Dennis- You clearly confused an entirely different ‘VSO’, as your green door secret password VSO was actually a ‘Veteran Syphilis Overexposure’, and easily confused because the early foretelling the end with syphilis is indeed a growing madness in the brain, and many Veteran Service Organizations seem to be wearing more flamboyant hats reflecting this, with very end symptoms making most VSO’s want to migrate to New Orleans for all the festive bigger hat parades where everyone is mad as a hatter.
Anthrax Vaccines now used as a ‘botched job’? Sounds to me like the DoD and VA are looking for plausible deniability in an agent orange kind of way on Gulf War Illnesses…someone must be poking too close to the truths…or some nonhuman test subjects are talking…

What this memo represents is hardly about Anthrax my friend. What this memo represents is a new reality for institutions like DoD that could formerly duct tape the mouths of its employees and hide memos behind iron cages that then accessed steel vaults the memos were stored in and protected by Marines with guns.
Now everyone can Get Smart but instead of a phone in the shoe it is a full blown multi tasking deterministic real time operating system with multiple cameras, recording technologies, position locating, frequency searching and hopping, transmitter capable of stealth transmissions to any point in the world in under 3 seconds. This transmission can contain absolutely anything the camera sees, hears, or listens to electronically just like any unsecured computer terminal.
The new reality this memo represents is an absolute inability to keep things under wraps anymore in the ways that had worked for decades upon decades before this wave of new mobile technology hit us. Sure this memo seems to have been sent from a terminal but it is the technology of the mobile user that has driven (meaning funded $$$) the vast interconnected nature of the information superhighway.
I didn’t get the complete series back in 2001. Only four. Maybe that has caused my ailments.
I wasn’t on the expeditionary force for both oef and oif. I was in Ft. Campbell from 2001-2005 and recieved several anthrax shots. I don’t know how to check if I recieved one of the defective batches.

The only way to know is if someone admits to you getting the shots and they know where they shipped from. And can prove it.
The only other way to prove it is if you know the exact Lot number of the batch of vaccines sent there, and your records were documented with that Lot number.
Believe me, the VA or DOD will deny until the end of the earth that they know the lot numbers, or know that you were give a shot from a bad lot.
Shipping documentation should show which Lot numbers were shipped to which military facilities. The problem is getting that shipping documentation.
Back in 02 my roommate refused to take the series and was quickly processed out. He said his religion prevent him from taking vaccines. Funny it was okay for him to booze up and visit the clubs. Religion angle. SMH.
