TX Attorney Pleads Guilty to VA Fraud

A Houston attorney, Joe B. Phillips,  pleaded guilty to conspiring with his wife to steal $2.3 million from dozens of disabled veterans, for whom he served as a fiduciary or court-appointed guardian, federal prosecutors said.

The attorney changed his plea on the same day he was set to go to trial. He faces up to 8 years in a federal prison, fines of up to $500,00 and MAY have to pay $2.3 million to his victims in restitution. His crime spree lasted four years and went undetected by the VA.

What do you think is reasonable punishment for this crime? Does the VA bear any responsibility for allowing these types of frauds to continue?
